The project is based on a Loire estuary study that shows that while the Nantes-Saint-Nazaire agglomeration is growing, it faces a high risk of the inundation.

The authors of the project see an opportunity in this risk and intend to turn the river overflows into sources of the region's development and traffic flows. This project allows taking advantage of the sea level rise instead of trying to fight it.
