By planning three stages on a magnifying scale, we strengthened the dike's immunity and challenged the vision of a city under sea level. There are two spaces: inside the old dam - durable, fixed, and above the dike - multifunctional. The former space act as an emergency shelter resilient to storms and tidal force.
